what is base material (if you don't know:)
Smart Materials are exclusive to Substance Painter and base materials for any software support "sbsar" files. but notice that base materials have only basecolor, roughness, metallic, height, and normal channels, which means you don't have any edge wear or AO effects like smart materials.
Moreover, you have complete freedom to personalize colors, normals, etc since all the materials are generated procedurally.
Starting with base materials is a good idea if you're interested in creating your own smart materials.
You can open a "sbsar" file with substance player (free software) customize it and export textures up to 8K.
